With reference to your letter of the 24th May, 1939, No. 53538/39 forwarding a copy of Hong Kong Defence Contribution Ordinance 1939 (No. 8 of 1939) authorizing the payment by the Colony of Hong Kong to the Imperial Government of a contribution of $6,000,000 a year for the five years 1939-1943, inclusive, towards the expenditure incurred from Imperial Funds on the defence of the Colony, I am commanded by the Army Council to say for the information of Mr. Secretary MacDonald that they have no objection to the Governor being informed that the power of disallowance will not be exercised in respect of the Ordinance.
